§ 3-29 DOG TO BE KEPT ON OWNER’S PREMISES; EXCEPTION.

It shall be unlawful for the owner of a dog to permit or allow his dog to leave the owner’s premises, unless the dog is at all times in the presence of and under the control of the owner.
