The city council shall consist of seven members; the city shall be divided into seven electoral districts; council members shall be apportioned, one to each district, so that each member represents the same number of persons as nearly as possible; and members shall reside in and represent the respective districts according to the apportionment plan adopted, but all members shall be elected by all the qualified voters of the city.
