It shall be the responsibility of owners and occupants of property that yards, courts, driveways and vacant lots shall be kept clean and free of physical hazards, garbage, refuse, building material scrap, industrial waste, yard waste, human and animal waste, scrap metal, junk, old furniture and appliances, and any other objects that would adversely affect the safety, health, sanitation, welfare and morals of other occupants, neighbors or the general public.
