7-2-2: DEPOSIT REQUIREMENTS:
   A.   Deposits Required; Charges: There shall be required of all persons, firms or corporations requesting new service connections; or all persons, firms or corporations requesting service on old connections under a new name; and of all persons, firms or corporations whose service has been disconnected or discontinued for any reason, a deposit equal to the sum of the last three (3) months of water charges, to the nearest greater even dollar, when the connection has been in operation, or equal to the sum of two (2) months, minimum charges where the service requested is new. This subsection shall only be in force when deemed necessary by the city council by resolution from them on a case by case basis.
   B.   Deposits Refundable: The deposit provided for in subsection A of this section shall be retained by the city clerk in a separate fund known as "customer's deposits". It shall draw no interest to the depositor. Upon presentation of his receipt or other evidence of payment satisfactory to the city representative in charge, the depositor shall be entitled to the return of his deposit, less any charges for unpaid service, disconnect, connect or reconnect charge. Any customer requesting refund of his deposit shall have his service disconnected and final charge computed. He shall thereafter not be entitled to any service until a new deposit has been made.
