5-1-4: PARKING LIMITATIONS:
   A.   Definitions: For purposes of this section:
 
ABANDONED:
Dismantled, nonoperating, junked, damaged or destroyed motor vehicles and machinery and leaving it upon any public street, alley, sidewalk or other public property within the city.
VEHICLE:
Every device in, upon or by which any person or property is or may be transported or drawn upon a public highway, excepting devices moved by human power or used exclusively upon stationary rails or tracks.
 
   B.   Area And Hours Of Limitation: Parking of motor vehicles shall be prohibited on the following streets or parts of streets within the city at the hours and under the conditions herein described:
      Parking for a period longer than fifteen (15) minutes shall be prohibited on the north side of Wilson Street East, immediately in front of and to the south of the United States post office located at Block 13 Lot 4 of the Eden Townsite commonly known as 220 Wilson Street East, Eden, Idaho. Said restriction on parking shall be in effect at such location only between the hours of eight o'clock (8:00) A.M. to five o'clock (5:00) P.M., Monday through Friday, and eight o'clock (8:00) A.M. through twelve o'clock (12:00) noon on Saturday.
   C.   Parking In Alleys: No person shall park a vehicle in any alley within the commercial zone of the city except for the specific purpose of loading or unloading merchandise. In other than the commercial zone, no person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than ten feet (10') in the width of the roadway for the free movement of vehicular traffic. No person shall stop, stand or park a vehicle within an alley in such position as to block the driveway entrance to any abutting property. No person shall leave a vehicle unattended in an alley in the commercial zone.
   D.   Obstruction Of Traffic Prohibited: No person shall park any vehicle upon a street or alley in such a manner or under such conditions as:
      1.   To leave available less than ten feet (10') of the width of the roadway for free movement of vehicular traffic.
      2.   To obstruct or obscure an individual’s view or ability to detect traffic when entering onto a public street, alley or other public right of way.
      3.   The wheels of the vehicle are less than three feet (3') off of the paved surface of all roads that are paved.
   E.   Overtime Parking; Prohibited: No person shall park a vehicle on any street right of way for a period of time longer than seventy two (72) hours.
   F.   Overtime Parking; Abandoned Vehicles; Prohibited: No unused, inoperative or abandoned vehicle shall be parked for a longer period than twenty four (24) hours on any street right of way or alley.
   G.   Violation; Penalty:
      1.   Any person violating the provisions of this article shall be guilty of an infraction and shall be subject to a fine not exceeding that allowed by state statute. The cost of removal shall be included in any such fine imposed.
      2.   Each day of violation under this article shall be deemed a separate offense and punishable as the same. (Ord. 4-2018, 5-2-2018; amd. Ord. 1-2019, 4-8-2019)
