It shall be unlawful for any person, firm or corporation to create or leave any excavation, wells, holes or other hazards to life or safety in such a condition as to attract or enable any person to enter or to become precariously placed therein or thereon, or to obstruct, or destroy or deface any public way, street, alley, sidewalk, park, trees or shrubbery thereon or therein.
