10-1-2: GENERAL PROCEDURES:
The following procedures shall be followed for all cases of subdividing within the scope of this title:
   A.   Purpose: The purpose of the "preapplication procedure" is to afford the subdivider an opportunity to avail himself of the advice and assistance of the city council, city engineer and their staff before incurring the expense of exhaustive surveys and calculations. Thorough analysis of the problems at this stage will expedite approval of the preliminary and final plats.
   B.   Permits: No permits shall be issued by any administrative officer of the city for the construction of any building, or other improvement requiring a permit, upon any land for which a plat is required by law unless and until there has been compliance with the requirements of this title.
   C.   Plat Approval Required: A plat shall be drawn for each subdivision of land and submitted to the city council as provided in this title.
   D.   Agenda: Each plat submitted for preliminary or final approval shall be placed on the council's agenda only after fulfilling the appropriate requirements of this title. However, a plat not meeting all the requirements may be submitted, provided the subdivider presents with the plat a letter requesting any specific exception and enumerating in detail the reasons therefor.
