(A) The Village Council shall consider all completed applications received from the Village Clerk.
(B) In its application deliberations, the Village Council shall assess each application in each of the following categories:
(1) The applicant's experience in operating its medical marihuana facility(ies) in the village.
(2) The applicant's record of compliance with all applicable marihuana laws and rules in the state of Michigan and the ordinances of the village.
(3) As it relates to operation of a retailer or any other type of marihuana related business, the applicant's type of service and product that will be offered and the overall theme and atmosphere of the proposed marihuana establishment.
(C) The Village Council shall assess each application within the aforementioned categories and may issue a permit to the applicant if an applicant has satisfactorily met all requirements.
