No person shall park, store, leave or permit the parking, storage or leaving of any vehicle which is an abandoned vehicle on private property, abandoned vehicle on city property, abandoned vehicle on street or alley, hazardous vehicle, vehicle having evidentiary value, inoperable motor vehicle, or unregistered vehicle, whether upon public or private property within the city except as authorized herein. The presence of such vehicle in violation of the provisions hereof is hereby declared a public nuisance which may be abated as such in accordance with the provisions of this section.
This section shall not apply to any vehicle enclosed within a building on private property or to any vehicle stored on the premises of a business enterprise actively operated on the subject premises and being properly operated in the appropriate business zone pursuant to the zoning ordinance of the city and engaged in such business enterprise as would properly be associated with the storage of such vehicles.
