The provisions of this Code relative to securing permits shall not apply to officers or employees of the City engaged in doing work for the City, nor to persons or corporations which are operating under a franchise or grant from the City if such franchise provides for the making of excavations and tunnels without securing a permit therefor. This exemption pertains to the applications, permits, and fees, but not to the supervision, inspection and standards prescribed by this Article or specifications. (Ord. 95-11, 4-3-1995)
