No person shall be issued a permit unless a general contractor's license and Code compliance bond has been executed and delivered to the City, with a certificate that said bond is presently in full force and effect in the penal sum of five thousand dollars ($5,000.00) with good and sufficient sureties to be approved by the Director of Engineering Services and the City.
