The bicycle path and walkway within the City of East Moline shall be restricted to pedestrians, including joggers, and those on bicycles, in-line skates, and those in wheelchairs. It shall be unlawful for any person to operate upon the bicycle path and walkway any other vehicle, any motorized vehicle, or skateboard, except for any vehicle approved in writing by the Chief of Police, or any vehicle authorized by the City for maintenance, security, safety or emergency purposes, or motorized wheelchairs. The bicycle path and walkway shall be closed to all persons before the hour of six o'clock (6:00) A.M., and after the hour of ten o'clock (10:00) P.M. Any person convicted of a violation of said ordinance provision shall be subject to a fine of not less than ten dollars ($10.00) and not more than five hundred dollars ($500.00).
