It shall be unlawful for any person to cause, create or maintain any obstruction of any street, alley, sidewalk or other public way, except as may be specifically authorized by ordinance or by the Director of Maintenance Services when necessary in an emergency or in connection with any lawful construction, repair or removal work.
When an abandoned, unattended, wrecked, burned or partially dismantled vehicle is creating a hazard to vehicular or pedestrian traffic, its immediate removal from the street, alley, sidewalk or other public way by a towing service may be authorized by the Police Department. (Ord. 99-10, 3-15-1999)
