Wherever Federal, State or local laws, ordinances, rules or regulations conflict with the provisions of this Ordinance, then the law, ordinance, rule or regulation which is most strict shall apply, and it shall not be a defense to an action under this Chapter, or to a request for suspension or revocation of the license(s) provided herein, that this Ordinance does not specifically enumerate the proscribed, prohibited or regulated conduct.
