The purpose of this Chapter is to protect the public interest by reducing the dangers involved in unregulated practice of tattooing. Neither the issuance of a license, the making of an inspection without finding violations, or any other act by the health officer or by any other City official shall constitute a guarantee or warranty that any equipment or any treatment is safe or effective, or that any tattooing establishment will perform without making errors.
