No person, other than a person licensed to practice medicine in all its branches, shall do any tattooing to any person under the age of twenty one (21) years without the consent of a parent or legal guardian, provided, however, that such parent or legal guardian are themselves over twenty one (21) years of age. A sign shall be prominently displayed at the tattoo facility stating that tattooing of a person under the age of twenty one (21) is contrary to State law. (Ord. 95-1, 2-6-1995)
