For the purposes of this Chapter, the following terms shall have the meanings ascribed to them in this Section:
CERTIFICATE OF INSPECTION: Written approval from the health authority that said tattooing has been inspected and meets all of the terms of this Ordinance relating to physical facilities, equipment and layout for operation of such business. Said writing shall be on a form designated by the health authority for such purposes.
CITY: The City of East Moline, Illinois.
HEALTH AUTHORITY: The Health Inspector or authorized representative.
OPERATOR: Any individual, firm, partnership, company, corporation or association that owns or operates an establishment where tattooing is performed.
TATTOO ARTIST: Any individual who performs or practices the art of tattooing, on the person of another.
TATTOO, TATTOOED, TATTOOING: To insert pigment under the surface of the skin of a human being, by pricking with a needle or otherwise, so as to produce an indelible mark or figure visible through the skin. (Ord. 95-1, 2-6-1995)
