   (B)   All such fees shall be made payable to the city clerk for the city of East Moline, Illinois, and are nonrefundable.
   (C)   Any person failing to obtain a permit prior to operating any type of food service or retail food operation shall be assessed two (2) times the applicable fee in addition to any other fine, penalty or cost assessed for violating this ordinance.
   (D)   Permit fees are prorated for newly opened food service or retail food establishments and/or establishments with a change of ownership. To obtain a valid permit, the new owner must reapply and complete the application process. Establishments opening. After January 31st will be prorated based on the months left for the current year as follows:
      Annual fee/12 = monthly fee
      Monthly fee * months open = prorated fee
   (E)   The fees shall be reviewed by the city on a regular basis, said time period shall not exceed three (3) years.
