6-5-12: REMOVAL OF COLLARS, TAGS OR LEASHES:
It shall be unlawful for any person, other than the community service officer, a police officer, or any owner, to remove the collar, inoculation tag or leash from any dog or cat within the city without the consent of the owner or keeper of the dog or cat. (Ord. 04-15, 5-3-2004)
