Any scaffold or ladder placed in such a way that the overhang can fall onto any public street, alley or other public place in the City, shall be firmly constructed and safeguarded; and it shall be unlawful to place or leave any tools or articles on any such place in such a manner that the same can fall onto any such street, sidewalk, alley or other public place from a height greater than four feet (4').
