It shall be unlawful for any person to operate or maintain in any tavern, restaurant or other place of public resort in the City, any pinball game machine or other machine or game in which a coin or token is inserted and which is designed to test the skill and for the amusement of the operator or player thereof, excepting therefrom, the coin-in-the-slot operated amusement devices which return to the player thereof no money or property or right to receive money or property.
