(A) Creation Of Position: There is hereby created the position of parking control officer. The parking control officer shall be appointed by the chief of police by and with the advice and consent of the city council and shall perform his duties under the supervision of the chief of police. The position shall be a full time position.
(B) Duties: It shall be the duty of the parking control officer to patrol, by foot or vehicle, the controlled parking areas of the city so as to enforce parking restrictions according to ordinance. The parking control officer shall have the power to issue citations to persons in violation of any parking or traffic regulation ordinance of this code and it shall be his duty to issue a citation for any offense which he has reasonable grounds to believe has been committed. The parking control officer shall be responsible for all processing of citations issued.
(C) Salary: The salary of the parking control officer shall be as established by the city council from time to time.
(D) Miscellaneous: The community service officer shall perform his duties under the supervision of the chief of police, and for purposes of conforming to the city personnel policy shall be classified as a nonsupervisory employee rather than a city department head or city officer.
