A tax is hereby imposed for the purpose of Police Protection in this city of one million twenty thousand dollars ($1,020,000.00) at a rate of 0.3999 percent of the value, as equalized or assessed by the Department of Revenue of all taxable property therein for the first year in which this tax is levied, with a maximum rate of 0.4000 percent of the value as equalized or assessed by the Department of Revenue, as approved by referendum on November 2, 1993, pursuant to the provisions for the increase of the police protection tax under Chapter 65, Section 5/11-1-5.1 of the Illinois Compiled Statutes.
