(A) Creation Of Position: There is hereby created the position of community service officer who shall perform the duties of office under the supervision of the chief of police. The employee shall be compensated and shall receive employee benefits in accordance with the labor grade classification as determined by the city council. The community service officer shall perform such duties as are assigned by the chief of police, in addition to those duties related to animal control.
(B) Badge Of Office: While on duty the community service officer shall wear a shield engraved "Community Service Officer" as an emblem of the authority of office.
(C) Supervision Of Animal Shelter And Other Facilities: The community service officer shall have responsibility for the care, custody, control and supervision of the animal shelter of the city and of all dogs and cats confined and impounded therein, and shall have responsibility for the care and custody and control of all trucks and other paraphernalia used for the impounding of dogs and cats. The community service officer shall be furnished with a vehicle, gasoline and equipment.
(D) Impoundment Of Animals; Records: The community service officer shall impound, or cause to be impounded, and shall dispose of according to the provisions of this code, all animals running at large within the city and shall keep a record of every animal so impounded, describing the kind of animal, the breed, color and sex, together with the time and place the animal was captured or received and the final disposition made of each animal, together with such other information as may be available.
The community service officer shall have the power to issue citations to persons in violation of any ordinance of this code, and it shall be the duty of office to issue a citation for any offense for which the community service officer has reasonable grounds to believe has been committed.
