All members of the police department, except the chief, after examination, shall be appointed by the board of fire and police commissioners, subject to an eighteen (18) month probationary period and promotions shall be made in the same manner, as provided by statute. Any person who is appointed as a member of the police department after adoption hereof shall establish residency within a nineteen and one-half (19.5) mile radius of city hall, 915 16th Avenue, East Moline, Illinois, within a period of eighteen (18) months from and after the date of his/her commencement of employment with the city.
