There is hereby created the fire department, an executive department of the city. The fire department shall consist of the fire chief who shall be the chief of the department, training officer, confidential secretary, four (4) shift captains, four (4) shift lieutenants, one fire inspector who shall hold the rank of firefighter or higher, twenty four (24) firefighters, and such other members as may be determined from time to time by the council.
