4-1-9: OBSTRUCTION OF RIGHTS-OF-WAY:
No street, alley, nor sidewalk shall be obstructed to vehicle or pedestrian traffic during the time of building construction or demolition without a permit from the City Engineer. (Ord. 85-36, 10-21-1985)
