4-1-3: INTERPRETATION:
Whenever in the building regulations it is provided that anything must be done subject to the approval of or discretion of the building official of the City, this shall be construed to give such officer only the discretion of determining whether the rules and standards established by ordinance have been complied with; and no such building official shall have the power to change or alter such rules or standards in any arbitrary or discriminatory manner.
Provided further, that whenever reference is made, in the Building Code herein adopted, to the "building official" such term shall mean the building inspector or other officers of the City designated by the Mayor and City Council as having the duty to enforce the building regulations of the City.
