3-22-4: REGISTER:
   (A)   Each pawnbroker shall maintain in the English language, a book, or register in which an accurate account and description shall be made of every transaction at the time of the transaction, and shall contain the date of pawn, time of pawn, amount pawned for and article pawned (including serial numbers where applicable), the name and address and driver's license or state ID card number of the person pledging or pawning each article, complete description and thumbprints of the person pledging or pawning each article. No entry made in such register shall be erased, obliterated, or defaced.
   (B)   The register as well as each article or thing of value pawned or pledged, shall at all reasonable times, be open to inspection by the East Moline police department.
   (C)   In addition to being subject to inspection as provided above, each pawnbroker will deliver to the East Moline police department, by twelve o'clock (12:00) noon of each day, a copy of the register of the prior day's business, if applicable. Any failure to deliver the register could be cause for suspension or revocation of the pawnbroker's license. (Ord. 04-01, 2-2-2004)
