There is hereby created the personnel commission of the city of East Moline. This commission shall be made up of three (3) members, who shall be two (2) members of the city council appointed by the mayor, with the advice and consent of the city council, and the third member being the city administrator. The city council appointees shall represent differing political philosophies.
The commission shall be responsible for the review and recommendation to the city council of proposals regarding personnel and employment issues within the city needing city council approval. The subject proposals would include the creation of an employee position, the elimination of an employee position, the combination of employee positions, the restructuring of a department, or any other personnel issue that affects employee positions and policies, rather than a particular employee. The city administrator may consult with the commission on other appropriate issues. The commission may consult with representatives of the unions representing city employees in the review process of the commission. (Ord. 98-30, 8-3-1998)
