1-5-2: MEETINGS:
The term "meeting" as used in any existing East Moline city council resolutions, ordinances or rules shall supersede and replace any other definition used in any previous or existing ordinance, resolution or policy and shall be defined to mean "any gathering, whether in person or by video or audio conference, telephone calls, electronic means (such as, without limitation, electronic mail, electronic chat and instant messaging), or other means of contemporary interactive communication, or a majority of a quorum of the members of a public body held for the purpose of discussing public business" or such other definition as shall be contained within the state statutes.    (A)   Regular Meetings: The regular meetings of the council shall be held in the city council room on the first and third Monday of each month at the hour of six thirty o'clock (6:30) P.M., provided that if the regular meeting falls on a legal holiday, or on Martin Luther King's birthday, the meeting shall take place on the next day at the same hour and place. Adjourned meetings may be held at such other times as the council may determine. (Ord. 96-1, 2-5-1996)
   (B)   Special Meetings: Special meetings of the council may be called by the mayor or three (3) aldermen, provided that a written notice of such meeting shall be given to each member of the council at least twenty four (24) hours before the time set for the meeting, provided that in case all the elected members of the council are present at any special meeting then the requirement of notice shall be unnecessary and shall be deemed waived.
