Each member shall serve a term of three (3) years, with the initial appointments being for staggered terms of one, two (2) and three (3) years each. In the event no reappointment or replacement has been made by the mayor and city council at the end of the expiring terms, members shall continue on said committee until such time as a reappointment or replacement has been made by the mayor, by and with the consent of the city council.
