§ 31.04 TOWN BUILDING COMMITTEE.
   (A)   There is constituted a seven member Town Building Committee which, as instructed and to the extent authorized by the Board of Selectmen, is empowered to obtain plans and cost estimates for new town buildings and additions to existing town buildings, other than school buildings, including such furnishings and equipment as may be required, and to enter into such contracts and expend such funds as may be hereafter authorized and appropriated for such purposes.
      (1)   As instructed and to the extent authorized by the Board of Education, the committee is empowered to obtain plans and cost estimates for new school facilities, and additions, alterations and major repairs to existing school facilities, including such furnishings and equipment as may be required, and to enter into such contracts and expend such funds as may be authorized and appropriated for such purposes. The Superintendent of Schools shall be an ex officio member without vote of the Committee when it is acting under the instructions and with the authorization of the Board of Education.
      (2)   Two residents of the Town of Salem, appointed by the Salem Board of Selectmen, shall be ex officio members without vote of the Committee when it is acting under the instructions and with the authorization of the Board of Education on the East Lyme High School expansion and improvement project.
   (B)   Members of the Committee shall be appointed by the Board of Selectmen in the following manner.
      (1)   All seven terms shall be filled by appointment within 30 days from the effective date hereof, four terms to expire on the first Monday of January, 1970 and three terms to expire on the first Monday of January, 1972.
      (2)   All said terms shall be filled upon their expiration for four years.
