In order to preserve the health, welfare and safety of the citizens of the town by requiring at assemblies adequate water facilities, sanitary facilities, illumination and other safety precautions so as to minimize the risk of injury or illness to any person and in order to promote the safe, orderly and uninterrupted passage of vehicular and/or pedestrian traffic, a license shall be required before an actual or reasonably anticipated assembly of over 200 people shall be allowed in the town.
