(A) There is constituted a nine member Water and Sewer Commission. The First Selectman shall be Chairperson, and upon his or her absence or disability the Deputy First Selectman shall have the powers and perform the duties of the absent or disabled Chairperson, which shall include presiding at meetings of the Commission and having the right to vote at such meetings.
(B) The remaining eight members shall be appointed by the Board of Selectmen in the manner set forth in divisions (B)(1) through (B)(5) below.
(1) The remaining six members of the Board of Water Commissioners on the effective date of this subchapter shall continue to be members of the Commission and shall serve the terms for which they were appointed.
(2) One member shall be appointed for a term to expire on the first Monday of January, 1978.
(3) One member shall be appointed for a term to expire on the first Monday of January, 1980.
(4) Upon expiration of the terms established by divisions (B)(2) and (B)(3) above, the terms of appointment shall be for four years.
(5) The members shall serve without compensation but shall be reimbursed for necessary expenses.
