(a) No person shall obstruct or encumber by fences, buildings, structures or otherwise, any public ground, street or sidewalk within the City.

(b) No person shall erect or cause to be erected on any sidewalk within the City any stairway or permanent structure without first obtaining a permit for such stairway or structure from the Mayor.

(c) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
