(a) Children Under Sixteen. No child under the age of sixteen years shall congregate, loaf, loiter, play or be either afoot or in a motor vehicle or in any manner whatever, upon any of the streets and alleys of the City at any time, Sunday through Thursday, inclusive, between the hours of 10:00 p.m. and 5:00 a.m. of the succeeding day or on Friday and Saturday between the hours of 11:00 p.m. and 5:00 a.m. of the succeeding day, except as provided in subsections (c) and (d) hereof.
(b) Children Under Eighteen. No child under the age of eighteen years shall congregate, loaf, loiter, play or be either afoot or in a motor vehicle or in any manner whatever, upon any of the streets and alleys of the City at any time Sunday through Thursday, both inclusive, between the hours of 11:00 p.m. and 5:00 a.m. of the succeeding day or on Friday and Saturday between the hours of 12:00 p.m. and 5:00 a.m. of the succeeding day, except as provided in subsections (c), (d) and (e) hereof.
(c) Children Accompanied by Parent or Other Adult. It shall be lawful for a child described in subsections (a) and (b) hereof to be upon the streets and alleys of the City during the times mentioned in such subsections when accompanied by a parent, guardian or adult person with whom such child lives or accompanied by a person of the age of twenty-one years or over who has been given permission by the parent, guardian or adult person with whom such child lives, to so accompany such child.
(d) After Entertainment. Any school, church, lodge or other organization which desires to hold any entertainment for children under the age of eighteen years, which shall require children to be out at a later hour than called for in subsection (a) and (b) hereof, shall make application twenty-four hours in advance of such entertainment to either the Mayor, the Director of Public Service-Safety or the Chief of Police for permission to have such children use such streets and alleys at a later hour than that called for in such subsections. Such application shall state the place and type of entertainment, the hour of beginning and ending of such entertainment and such other information as required by such officers and shall be signed by the principal, president or other person in charge of such entertainment. Upon being satisfied that there is good reason for permission, the Mayor, Director or Chief of Police shall give permission for those children attending such entertainment to use such streets and alleys for the period of one-half hour after the time stated in the application for the ending of the entertainment.
(e) Employment. Any child past the age of sixteen years who has a working certificate and whose work may require him to be on the streets or alleys of the City at any time between 11:00 p.m. and 5:00 a.m. of any day and the succeeding day, shall make application to the Mayor, the Director of Public Service-Safety or the Chief of Police for written permission to be on the streets during such period. The Mayor, Director or Chief of Police shall grant permission upon the application, but the child shall not be on the streets or alleys earlier than one hour before his work begins or later than one hour after his work ends.

(f) Penalty. A child found in violation of the provisions of subsections (a) and (b) hereof shall be taken to the City Hall and his parent, guardian or person with whom he lives shall be notified to come to the City Hall and take personal charge of him. The child shall be released only to such persons described above or to the Juvenile Court authorities. Any child found in violation of subsections (a) and (b) hereof a second time or more, shall be reported to the Juvenile Court of Columbiana County. Any parent who knowingly permits his or her child to violate any of the provisions of subsections (a) and (b) hereof, shall be guilty of a minor misdemeanor.
