For the purposes of this chapter, the words and phrases set forth hereinbelow shall have the meaning set forth respectively:
(a) "Domestic Animal" means any animal which is kept in conjunction with the maintenance of a human habitation as a pet in a domesticated setting for pleasure and/or companionship other than utility, or which is kept in conjunction with a kennel.
(b) "Fowl" means guineas, pea-fowls, pheasants and pigeons.
(c) "Poultry" means chickens, turkeys, ducks and geese.
(d) "Animal Control Officer" means such individual or individuals designated by the Mayor to serve in such position in compliance with the provisions of the Codified Ordinances and to exercise the power and authority conferred under this chapter.
(e) "At-large" means off the premises of the owner or not under the physical control thereof.
(f) "Cat" means any member of the Family Felidae including members of the domesticated species Felis Catus.
(g) "Dog" means any member of the canine species, male or female.
(h) "Owner" means any person owning, keeping, possessing, harboring, maintaining, and/or having the care, custody or control of a dog or cat.
(i) "Unsecured" or "running at large" means a dog not securely confined indoors, or not securely restrained by means of a collar and chain, pen, fence or similar device, or not otherwise securely held or restrained in such a manner as to effectively restrain the dog from going beyond the premises or the effective control of the owner; and a cat not securely confined indoors, or not securely restrained by means of a collar and chain, pen, fence or similar device, or not kept on the premises of the owner, or not otherwise within the control of the owner.
