The coins and tokens which are required by this chapter to be deposited in parking meters or slot boxes shall be collected under the direction of the Director of Public Service-Safety, and shall be delivered to the City Auditor. Such coins are hereby levied and assessed as fees to provide for proper regulation and control of parking of vehicles in parking meter zones and lots, and the costs of the purchase, supervision, protection, inspection, installation, lighting, operation, maintenance, control and use of parking meters and lots.
