If any vehicle remains parked in any parking space which has been designated and marked off under the provisions of this chapter, during the period when the provisions of this chapter are in effect, for such length of time that the meter shall indicate by a proper signal that the lawful parking period has expired, such vehicle shall be considered as being parked overtime. The parking of a vehicle overtime shall be a violation of this chapter.
