The City Bureau and any private tourist promoting organization or other convention and visitors bureau receiving contributions from the City pursuant to Ohio R.C. 5739.09(B)(1) shall receive said contributions subject to the following guidelines:
(a) No more than twenty percent (20%) of any contribution shall be used for administrative expenses.
(b) Fifteen percent (15%) of the contributions used for advertising may be reserved to advertising within the City and the remainder shall be used for advertising outside of the immediate area.
(c) A budget shall be developed, submitted and approved by the East Liverpool City Council Tourism Committee and any modifications thereto shall require further approval by said Committee.
(d) Any entity receiving contributions from the City shall hold four public meetings, one each quarter and issue contemporaneously a written financial report on the use of contributions to the East Liverpool City Council Tourism Committee.
