The Mayor and the Director of Public Service-Safety shall constitute the Board of Control. The Mayor shall be President, ex officio, of the Board of Control. The Board of Control shall keep a record of its proceedings. All votes shall be by "yeas" and "nays" and be entered on the record of its proceedings. The vote of the majority of all the members of the Board of Control shall be necessary to adopt any question, motion or order. The Board of Control shall have all the powers and perform all the duties imposed upon such Board by the laws of the State.
