The Board shall serve an advisory function to Council and the Service Safety Director and not by way of limitation make recommendations to Council and the Service Safety Director as follows:
(a) Rules and Regulations of the cemetery.
(b) Rates for Opening and Closing graves and monument installation.
(c) Rates of pay for services provided to the cemetery.
(d) Fund-raising.
