The Board of Health shall, at the first meeting in January of each year, elect one of their number President Pro Tempore, who shall preside in the absence of the Mayor and shall do and perform all duties incumbent upon the President. The Board shall meet for the transaction of business at least once in each calendar month, and as often as is necessary for the prompt and thorough transaction of its business. Special meetings of the Board shall be called by the President or by three members thereof.
