The Board of Park Commissioners shall have the expenditures of all moneys appropriated by Council or received from any other source for the purchase, acquisition, improvement, maintenance, equipment or enjoyment of all property mentioned in Section 151.05, but no liability shall be incurred or expenditure made unless the money required therefor is in the Treasury to the credit of the Park Fund and not appropriated for any other purpose.
