149.04  SALE OF CITY'S PERSONAL PROPERTY.
   The Board of Public Utilities shall sell any and all personal property owned by the City which in the Board's opinion is not needed or fit for use by any department under its control and of less value than one thousand dollars ($1,000), provided such sale is first approved by the Board of Control.  The Board of Public Utilities shall conduct such sale as it shall deem proper and may hire an appraiser if it so desires in the determination of values of such property.
