(a) If the Fire Chief is of the opinion that there is evidence sufficent to charge a person with arson or a similar crime, or with a violation of Section 147.02 relating to the spreading of fires through negligence, he may arrest such person or persons or cause same to be arrested and charged with such offense or offenses.
(b) The Chief shall furnish the State Fire Marshal or assistant fire marshal and the Police Department with such evidence, along with the names of witnesses, and a copy of material testimony taken during his investigation.
