Notwithstanding any provision contained in the BOCA Fire Prevention Code herein adopted, the storage of explosives and blasting agents, the storage of flammable liquids in outside aboveground tanks, new bulk plants for flammable or combustible liquids, and, bulk storage of liquefied petroleum gas is hereby prohibited in the downtown area of the City bounded by Third Street, Jefferson Street, Walnut Street and Ninth Street.
