Any property owner or agent directly affected by a decision of the Housing Inspector which results in the denial of the issuance of a rental housing permit, or the suspension or revocation of a rental housing permit shall be permitted to file with the Housing Inspector, an appeal in writing to the Board of Housing Appeals. An application for an appeal shall be based on a claim that the true intent of this code or the rules legally adopted thereunder have been incorrectly interpreted, the provisions of this code do not fully apply, or the requirements of this code are adequately satisfied by other means.
