Any person selling or otherwise relinquishing ownership control of a property for which a rental housing permit has been issued shall notify the Housing Inspector of said change in ownership within five days of the effective date of the transfer. Such notice shall be in writing and shall include: the property address and the name, address and telephone number of the previous owner. No rental housing permit shall be transferred or assigned to any property owner, or to any dwelling, boarding or rooming unit, other than to whom and for which it was issued. New owners must make application for a rental housing permit in accordance with the provisions of this code.
